Payroll with 2 different local income tax rates Tom 12-28-2008

I've been trying to setup a company that has 2 local tax rates. 2% if the
employee lives within the city limits and .1.5 if the employee lives outside
if the city limits. I've tried several different ways but can't get the tax
rate to calculate correctly.

Can someone point me in the right direction.
