We buy/sell/trade at our store. I'm trying to figure out a way to
issue a voucher for credit (like a gift certificate, but not paid
money for) in return for merchandise that somene brings in. I've tried
to issue a voucher, but when I discount the voucher to 0 for the
tender screen the voucher itself loses all value in the
system. ...anyone have any ideas?

Create a non-inventory item called trade in value or whatever, with no price
set, and have it set to enter price at POS. When you issue the voucher bring
up that item and put in the amount as a negative in the same amount of the
voucher. If you want you can create a separate department for that item.

I use a serialized, bar coded business card. Put them in as a gift
card/voucher. Tell customer it is as good as cash so don't lose it!

Maybe I wasn't completely clear, this item would be brought up on pos at the
same time as your voucher item is. Then on the non-inventory item you would
put the amount of the voucher in as a negative. This enables you to put
value on the voucher without any tender being paid. If you only have one
voucher item you could tag the item to come with the voucher.

your other optin is NOT to use the Gift Voucher to keep track of credit.
Instaed create a Custmer Profile with Credit of ZERO. And when an item is
returned charge the credit to his account (use tender payment - payment on
account). Now this credit is available at your store and this customer can
use it any time he or she wants. If you have HQ and multiple store the
credit is available at all stores.
