HQ Client Runtime Error 429

We are getting the following error message on a few of our client's
computers when they try to launch HQ Client:

"Runtime Error 429: ActiveX can not create object"

So, what is this - and how do we get past it?

Thank you Jeff. That article did not pull for me when I was first researching
this. All I found was the one relating to Offline which was not the case.
