Transactions may be held indefinately. I don't think this can be
classified as a bug, it is a design decision. Held transactions are not
linked to a cashier a batch or even a register; until they are recalled
and cancelled or completed, they can be recalled by any cashier (who has
access to the recall functions) at any register. This is as intended.
