I'm just trying to go through the installation of RMS - I think you may be
on the right track that that portion of the installation had to with the DB.
Also, I got a similar message on another machine, except it was referring to
the file "Store Operations.chm" (I can't remeber the path).
I'll also attempt making sure all Windows Updates have been implmented
