Are there any draw backs using MS SQL 2005 Workgroup Edition on a Windows
Small Business Server 2003?

Do I need a device CAL for each RMS POS station just to connect to the RMS
DB?

If you wait for SBS 2003 R2 Premium Edition, that's exactly what you will
get. It should be available soon, so they tell us.

a copy after it ships for a shipping charge only.

Your SBS CAL is all that's required. If you purchase SQL 2005 WE
standalone, then yes, you need a CAL for every device or user.
