Prevent return or negative sale w/o invoice number

Is there a way to prevent the cashier from entering a negative quantity to do
a return and to only allow returns via recalling the invoice. The employees
need to be able to do returns however we do not want them to do them without
first looking up the transaction number (if the customer doesn't have a
receipt) and then recalling the invloice for the return.

You could disable the refund button on the register, which means that the
cashiers would have to use the recall button to return an item and issue a
refund.

You could restrict the access to the refund button to Managers/Supervisors
only.
