Problem with 1.3 installation

I have had various problems upgrading to 1.3 Refresh. The problems usually
go away by uninstalling and reinstalling. Might be worth a try...

P.S. I am sure you have heard the joke, but it's worth repeating.

4 Microsoft execs are in a new car designed by Microsoft and it breaks down
