RMS Service Pack 3 on CustomerSource unavail?

Hello, some of the hot fixes and the new SP3 update to RMS aren't
accessible. Is this an issue with my current CustomerSource account or
is it that these haven't been fully rolled out, unless specifically
asked for?

Service packs are normally available for download. Hot Fixes are only
available by request - never for open download.

I was able to download SP3 from the link on CustomerSource..

I had this problem today on PartnerSource, I get a 403 error when I try to
download SP3.
