 Have you tried ctrl + F6 and then clicking on the touch screen keyboard tab
and then hit the window button and positioning it on top. You'll probably
have to adjust the top screen to go to the bottom.

There is an article in the Knowledge Base. The article number is 869731. It
gives you the dimensions to set your screen too - so the touchscreen is
static.
