There are other tenders that it could be used for. For instance, some banks
charge per check, and some businesses send their checks in electronically.
They may want to put a limit on how small a check could be written. Also,
for stores that let customers set up accounts, they may want to limit how
small of an amount could be charged. This is a good idea, and I voted for
it.
