So We cant let customer use credit card any time customer use credit card We

This goes against most credit card agreements that merchants sign

It may go against their agreements, but most merchants I know have a lower
bound limit on cc transactions. I voted for the suggestion, MS shouldn't
worry about what agreements there may be between their customers and
vendors. Give us the functionality, and let us worry about our vendor
relationships.

Then MS would get sued by a merchant claiming the software was at fault
because it allowed him to break the agreement!

This is a similar reason to the new rules implemented for the encrypted
credit card numbers. MS can't control the merchants environment and wanted
to protect itself from the credit card companies

Jeff,
There are other tenders that it could be used for. For instance, some banks
charge per check, and some businesses send their checks in electronically.
They may want to put a limit on how small a check could be written. Also,
for stores that let customers set up accounts, they may want to limit how
small of an amount could be charged. This is a good idea, and I voted for
it.
