Voucher Problems with PriceA,B,C

It works fine for most customers, but when I try to sell one to a customer that has Price Level A B or C the value of the voucher is what the cashier entered, but the price is $0.00. I am running HQ/SO 2.0 at 2.0.0123. I tested this on 2.0.0126 and recieved the same result. Has anyone else experienced this problem or have any idea how to get past it. The workaround is to put any non-zero price in for Price Level A, B or C, then it should work correctly and will take the price entered by the cashier.
