I am not sure that you could do that with a voucher, as such, as a voucher is
an item that you can sell at a specific price that allows the purchaser that
much credit.
You could maybe make the cards correspond to a "Customer" and in the
settings for that customer you can specify whether the customer gets a
discount or not. Eg you could have a 10% customer, 15% customer, etc...
