I keep getting a message in the Store Operations POS that the tenders are not
setup.
I have added my different tender types in the manager and shutdown then
reloaded the pos -- however, no joy. The help message doesn't really tell me
what the problem is. I have even tried to duplicate what the sample DB that
comes with the system has.
Any ideas?

You need to run a Z at each POS terminal for the changes to go into effect.
