In my experience it is standard practice in retail (large box chains) to
refund the 'current discount price' by default and adjust it ONLY if you
have a receipt. From a busy retailer's point of view it is very dangerous to
have a system where a customer may get back more money than they were
charged. For example:
1- A customer may not HAVE a receipt and you still are going to give them
credit.
2- The cashier may not remember to LOOK at the receipt's price - this is
REAL LIFE!
3- If you 'show discount' on the receipt a manual calculation has to be
made in order to do the refund.
I had hope there would be a clamor about this and MS would have to address
the issue but apparently not many people see it the way I do.
