What would be a appropriate tax tag line in charts of accounts for non
employee account.

How about Contract labor? Don't forget to include this account in the 1099
preferences.

What if the 1099 is issued to the accountant, lawyer, IT consultant,
landscaper, snow removal guy, plumber or for rent paid?

Then you could have accounts for:
Accounting services
Legal services
IT services
property maintenance (lawn and snow)
repairs (plumbing)
rent

Just be sure to map all the 'multiple accounts' for the 1099s.

Then you could have accounts for:
