Is there any way, after making a customer inactive, to have QB recognize
that customer if they purchase at a later date and is entered as a new
customer?

Merge them.

But then they will be all together in the customer center again - both
active and inactive. I want to know if I can set something so that if a
customer I marked inactive becomes active, can it stop me from entering that
person as a new customer...

If you type their name exactly the same you get a warning that it already exists.

can you go into "edit customer" and uncheck the inactive box?
