Washington State charges a fixed rate base on wages, with a cutoff at a
specific wage level, analogous to the FICA cutoff.

However, when I set up the 2009 tax in the QB 2008 Pro Employees | Payroll
Setup | Taxes module, the system only lets me set the WA SUI rate - no
cutoff field.

Did I miss something?

Since the wage cutoff is state controlled you can't change it. Open the
payroll item list. You should see the wage limit listed there.
