I know that you can change a PO into a bill. Is there a way to modify
the PO for partial items received, without completely deleteing and
reentry

You can modify purchase orders to your heart's content. For line items
you want to get rid of, click on the line, Edit > Delete Line or use
quick keys.

You mean like "close the PO?" Why just click on the close column!
