 Can someone explain the accounting reason why open purchase orders that have
not been received do not appear on the Accounts Payable Aging Detail report?

Is there some alternate report that would better show all of your
outstanding obligations to pay?

Purchase orders aren't bills so they're not payable.

For the same reason open sales orders do not appear on your accounts
receivable. A PO is only a request to purchase services and or goods.
