Actually, I was right the first time. On Vista, the root "ProgramData"
folder is indeed read-only for standard users. But the QB installer
sets full access rights to everyone on the
ProgramDataIntuitQuickBooks 2007
sub-folder. So files there and below can be edited.

Since the ProgramData folder is hidden as well (which seems dumb),
the Windows Explorer option to "Show Hidden Files and Folders"
has to be set in order to get at it.
