I think you're either misinterpreting what you see, or you have
a faulty CD (or do you have a CD?). I tested this specifically
with Q2005 just before I posted what you're replying to and I
was very definitely given the opportunity to Browse to a new
installation folder when I chose Custom Install. The custom
install has existed for every version of Quicken I have owned,
and it has always permitted choosing the folder to install to.
