I just bought H & B off EBay for about $35 including shipping
"Unopened in a sealed package". Seller has a very high rating. We
will see..

Sounds like the same seller I bought from -- 'yousaveonsoftware' -- with
well over three dozen positive feedback comments for Quicken '08 alone.

I bought a digital copy for $12.99 on eBay.

This is the seller's ad:

It is currently listed at 17.99. If you check the list of purchases
you will see that the prices have ranged from $12.99 to $24.90 for a
digital copy (download zip file). The sales started the beginning of
October.

I have problems with the software but they appear to be the typical
Quicken bugs.
