I don't think the message is triggered by Quicken, but by Vista.
Quicken (Q2006 Premier, QA5) will allow you to rename any
Quicken file it has access to, including the file currently open
by Quicken. (The reverse is not usually true: Windows can't
rename a file that is open by an application; but I'm assuming
that's not what you're trying to do.)
I would think that you are seeing some sort of permissions
problem, but I really know almost nothing about Vista.
I would try creating a new folder under your root folder, then
use Windows Explorer to move your Quicken fileset into that new
folder, then plan to have Quicken open your data in that new
folder. Try your rename from there.
If that doesn't help, I would try to learn more about
folder/file permissions in Vista to see if they were involved.
