>From Chase "Online Services Agreement" (section "PFM Service Fees"), it
seems that there should be no charge for you to access your account
services from Quicken (transfers, BillPay, etc) if you've had that free
from BankOne before the merger.
However, I think that the downloads that stopped working is a separate
issue.
If you still unable to download by now, try to deactivate the account
from the online access, then activate it back. Should this not solve
the problem, call the bank.
