I have been for years, able to use the Quicken08 dialog to tranfer payment
of my credit card acc't to my bank checking account, at the end of a
successful reconcile session. For some reason, when I complete the
reconcile, the session closes without the opportunity to tranfer payment to
my bank acc't.
I have another credit card account which does allow me to make the transfer
payment. Any thoughts on how to bring back that closing dialog?
The work around is I have to manually enter a transfer payment as a line
entry. I prefer the dialog, as in my other credit card account.

Any thoughts on how I can bring back this dialog box on the one acc't?

I don't know for sure, but it could be one of those dialog boxes where if
you click on "Don't show me this again," it goes away forever.
*IF* that is the case, and you REALLY want the feature, I guess you could
create a new credit card account, copy all your transactions over to the new
account.
Of course, the payments you made via transfers may need manual fixing.
What I would do is to make a copy of your current Quicken file.
Try creating a new credit card account on the copy of your file, and see if
the dialog box pops up.
Maybe others will have a better suggestion.

cycle on whether the dialog box was brought back. I did have a little
glitch in that Q08 would not let me delete the old account, even though the
balance was zero, and no line entries. Gerald in the Quicken forum
correctly diagnosed a repeating monthly scheduled bill that prevented the
acc't deletion until I assigned it to the newly created acc't.

Can you "pretend" that your billing cycle ended 1 day after your last cycle,
reconcile, and see if the dialog box comes back?
