I'm not sure I'm following this.
You originally asked about (effectively) "moving" a Quicken file
from one location to another. I'm not sure how converting files
fits into that scenerio.
But, if you "restore" a Quicken backup, it will be restored into
the folder where the currently open Quicken data file resides.
If you have opened a data file that is on your desktop (and
possibly if you have no file open at all), you may see files
"restored" to your desktop.

The procedure I outlined really has nothing to do with "backups"
(that's why I kept putting "backup" in quotes).
A Quicken backup is nothing more than an exact duplicate of the
file being backed up. The process I described could be
described alternatively as: copy the old file to the new
location, open the file in the new location, delete the old
file.
