I recently went to Quicken 2008 Deluxe, but for some reason, when I
record my paycheck with split transactions, I have no way to save it
other than to go to edit>transaction>enter. The enter key have been
using since day one just moves me back to date, num, payee, etc
forever.

I used to be able to enter the total amt of the check and if it was
different than the previous saved one, it would automatically take me
to the splits screen. Now it just says, fine we'll use your old
numbers and put the rest into remainder. What am I missing - or is
this an "upgrade"?

Not sure if this is your problem but try this:
Edit > Preferences > Quicken Program > QuickFill > Data Entry
Try changing the setting for "Use enter key to move between fields"
