Because Quicken 2004 Premier Home and Business is still a supported
product and this issue arose months ago and Intuit's response is
always upgrade. Actually, that is not true -- sometimes they just
ignore the issue completely:

I believe I came across a report of the problem in Quicken 2007
running on Vista (but I don't have the reference as it didn't provide
a solution) which Intuit will probably not respond to until it has
2008 available at which time the res pones will be upgrade.
