Does anyone with Quicken 2008 know if the screen flicker problem has
been fixed? While I usually enjoy the latest & greatest, I don't
foresee paying Intuit money if they can't bother with simple things
like, oh, seeing my screen properly. ;)

I haven't tried 2008 yet, but I can tell you I won't be upgrading for
a while. I still regret my upgrade to 2007 - despite countless re-
installs and recovery from back ups, my data has never been the same.
I have duplicated transactions in investment accounts, lost
synchronization on download accounts, lost payee lists, etc. Each
upgrade from Intuit seems buggier than the last. At this point, the
amount of effort it will take me to get all the incorrect transactions
reconciled has become prohibitive, which means I can no longer use
Quicken as a reliable indicator of the state of my accounts. 2006
was reasonably solid, but it's been downhill since then.

since 2006, which "was reasonably solid", there was just 2007 version
available so far.
How does that qualify for "it's been downhill since then" [since 2006]?

No flickering that I can see -- but I didn't notice it in the 2007 version
either. Must be your system?

There was an issue where the WinXP printer settings cause flicker to
the screen. IIRC, if the printer was set to direct print ISO spool
print, the screen could flicker. Also seem to recall something about
attached USB devices, but my memory is hazy.
