For those that might need this info. I found and fixed my problem. I
went into the registry (regedit)
HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionRun
and modified the Billminder value from "billminder.exe -startup" to
"billminder.exe".
Billminder starts up and displays the alerts on XP start up now.
