Google for the free Excel macro, "xl2qif". Download and install
it.

Import your .csv file into Excel, then have "xl2qif" create a
qif file of the data. Import that qif file into Quicken.

If your FI specifically states on its website that it will not provide
downloads in a form useable by Quicken, then no, there is no workaround.

Your options are to enter transactions manually, switch financial
institutions, or switch your software.
