From what I read, looks like Quicken 2010 will have a newer conversion
tool for MS users. Is there any more info on this? How different
will it be?

I don't feel like busting out 80 bucks to start over again, I can make
it work on open source stuff.

What open source stuff works with online billpay?

Not sure, but at least GnuCash can download transactions, so why not
upload as well? Please test it <grin>.
