I have Q2005 Deluxe, for Windows, US. I see no bugs in the
scheduling of transactions, paycheck or otherwise. It's always
possible that the Canadian version will have problems not found
in the US version.

This is normal; Quicken only shows one instance of a schedule
transaction in the Bills and Scheduled Transactions List (or in
the Scheduled Transactions tab of the appropriate account).
Once you process the visible instance of the scheduled
transaction, the next instance will appear (assuming it's other
criteria warrant it).

I can't duplicate this.
Try creating a New Quicken file. Create one account and create
a scheduled paycheck transaction to be entered on the 15th and
last day of the month. Does the scheduled transaction retain
the correct schedule? Even after you exit Quicken and restart?
