I'll occasionally see an (up/down) arrow next to the 'Current Balance'
field in the 'What's Left' pane of the Projected Cash Flow view in
Quicken 2007. Anyone know what that is meant to indicate?

Looks to me like the arrow is indicating trend from one month-end to
the next month-end.

Go to the month indicator at the top of the window and scroll back and
forth from month-to-month. You see the arrows come and go.
