It depends on the financial institution; Quicken has no problem
downloading multiple accounts from the same financial
institution.
In the Quicken "Participating Financial Institutions" list,
American Express is listed as providing only Credit Card
downloads. That list is usually (though not always) definitive.
If the list is correct, the only way American Express could
download the "savings" account would be as a "credit card"
account; I'm not sure that would be what you'd want and they
probably wouldn't offer it.
It is possible for the same financial institution to download
both credit card and bank accounts; but when they do, it usually
says that in the Participating Financial Institutions List.
I suggest you call American Express and ask them.
