It works, though with the limitation you noted.
I'm not sure what the thinking was for not providing a security
list for an "interest" scheduled payment, but not having such a
list doesn't prevent you from creating a correct scheduled
transaction for interest.
You can manually key the name of the CD security in the payee
name field, or you can add the names of your CD's to your
address book, at the same time telling Quicken to add those
names to your QuickFill list, then you can select the CD names
from the payee drop down when scheduling a transaction.
[If you elect to be reminded to enter the interest transaction,
it will appear not to have a security name when you begin the
"Enter" dialog in the investment account ... but the name is
there and will be visible after the transaction is in the
investment account register.]
[Q2005 works the same.]
