I got the same error with Quicken Deluxe 2006.

Save the downloaded transactions to a file (stmt.qfx).
Edit the file and look for tag(s) where <NAME> is empty.
Enter a dummy name after <NAME> if necessary.
Import the edited .qfx file.

I think Bank of America is sending empty Payee names for certain types
of transactions, and Quicken doesn't like that.
