I have just purchased Quicken Deluxe 2008 and I've been assigning categories
to transactions. Is there any way to retroactively categorize transactions,
for instance all past transactions for "Safeway" ascribed to "Groceries"?
Thanks.

With all due respect (you did read the HELP file, right?), how about
FIND/REPLACE?
You "Find" all payees for SAFEWAYand "Replace" category with "Groceries"
(fill in the blanks to fit your specific case....)

If you go to a Safeway transaction, and click on the report icon in the
payee field then click "Show Report" from the pop-up. You can select all
the items in the report, (click on the first, scroll down, and shift
click on the last). Then right click, and choose "Recatagorize
Transaction(s)" from the pop-up menu.

I use 2007, but I'd bet it works the same in 2008.
