Technology progresses and software producers make assumptions about the =
capabilities of the average end users' machine.
An SVGA screen resolution (800x600) is considered outdated by many =
software developers in today's world.
Notwithstanding this, the System Requirements for Quicken Deluxe 2007 do =
in fact say that 800x600 is supported. They go on to say 1024x768 is =
recommended.
See the "System Requirements & FAQs" section on the following page:

I don't have Quicken Deluxe 2007, so the following may not work for you: =
in my version (Quicken XG 2004), the Online Update Summary is a =
resizable window - I can just grab the edges of the window and reduce =
the size to about 790 x 500 pixels without losing any information. =
Check to see if yours is also...
Next, if you've done anything funky with your screen fonts (some people =
with vision problems use a Windows feature to make the screen fonts 25% =
larger), then likely that's the actual cause of your problem.
Lastly, I would go out and get a flat panel display with a 1280x1024 or =
larger resolution & get rid of my laptop / CRT with an 800x600 =
resolution. Really, it's time...
