I think you are right and maybe in the future they will make an adjustment.
Fortunately for me I so infrequently use PayPal that it's just as easy to
"update my password with Quicken" once a week and keep the security of the
key as PayPal is tied to my primary account. Was hoping there was an "easy
fix" <grin>
