You can put your Quicken data in any folder you like (as long as
your Windows user has read/write access to it). If your data is
in the "Basic" folder, it was (at some point) your choice;
Quicken does not force the data to be in any particular folder.

No, the Quicken executible program does not run from any of
those version specific folders; they do contain some Quicken
version specific files (things like desktop icons, program
displays), but not the program itself. The Quicken program file
name is QW.EXE; it should be in the folder one level above the
Basic, Deluxe, etc. folders.
