Do I wait until next year to claim what I owe for 2006 state income
tax on my 2007 federal return or can it be put on my 2006 federal
return ?

You wait until next year. You only include on your 2006 federal return
amounts actually paid or withheld in 2006.

If you pay it in 2007, you deduct it in 2007.
