If I should purchase Quicken Deluxe 2008 Version, would payroll
software be included, OR, is a separate module available for purchase
to use with the Quicken program?

I think you are confusing Quicken with QuickBooks. Quicken does not have a
payroll module but QuickBooks does.

Intuit has (or had) a payroll product called QuickPayroll which interfaced
with Quicken. I believe that product has been discontinued (and isn't
compatible with Windows Vista).

Intuit has a new product called Intuit Online Payroll, which I believe
also interfaces with Quicken. Here's one link to Intuit Online Payroll

Intuit markets this version of Payroll primarily to QuickBooks users. There
is little or no reference to being able to download the information into
Quicken on the website. I do see reference to that option in the
QuickPayroll document you posted the link to. Otherwise, I think Intuit
keeps this a big secret. It also costs $25 to $39 a month so the typical
quicken user might not consider this product.
