My wife joined a health care company in 2006 as a research
associate and has been working with them since. At the end
of 2006, she went on to pursue an advanced degree (Masters
in Public Health).

She quit her job in October 2007 to focus on the course full time.

Is the course fee for the program tax deductible for the
calendar year 2007?

Probably not. She might be able to claim a Tuition and Fees
deduction ($4000 maximum) OR a Lifetime Learning Credit for
eligible expenses, but not the entire graduate program fee.
See IRS Pub 970 for details of available tax benefits for
education.

probably not
