Individual is on the Board of Directors for the local community
college. She receives no stipend, salary or other compensation for
that job, but she is required to attend Board meetings, graduation
ceremonies and an annual out-of-town overnight retreat. She drives
about 600 miles a year for these events. Can she claim mileage and
the cost of food and lodging at the retreat as business expenses?

Nothing as a business expense, but possibly a charitable contribution. See
out of pocket expenses in Publication 526.
