What is a good recommendation to give to someone who's starting a new
business and who needs an individual or firm to help organize their
books, set up their accounts, prepare 1099s for contractors, perhaps
eventually, prepare W-2s for employees and file taxes?

I would suggest a CPA or EA who is local to the business owner- and - has an
understanding of the type of business being run.

While we are prohibited from disclosing the financial and business affairs
of our clients, we can use the information learned to better advise our
clients in all fields of business.
