I am completing a 2007 tax return for someone in the Army who returned
from Iraq a few months ago. There'll be a refund, so there's no worry
about interest or penalties. But, can a 2007 tax return still be
electronically filed? It was my understanding the deadline for
efiling was October 15, 2008, the end of the extension period. Is
that correct?

Nope. The deadline passed already.

Sounds about right.

They'll have to mail it in and wait on any refund. They can still opt for
direct deposit into their checking account, which will shave a week or so
off the timeframe.
