Our township requires payment of a per capita tax by each
adult in the household. I've never found a place to report
this tax using Turbo Tax. Is it an allowable deduction?

It would be included among the taxes on Schedule A, if you
itemize deductions. If you're taking advantage of the
standard deduction, then such items are included, without
itemizing.

No. It is not an income tax, a sales/use tax, or an ad
valorem property tax. Therefore it is not deductible.
