Form 1099 from IRS ?

Form 1099 from IRS ? Victor Roberts 01-10-2008

I received a Form 1099 today that looks like it is from the
IRS. The Form 1099 has an EIN of 38-1798424 and claims
Interest of $23.00 and states Calendar 2007. Based on a web
search there was a discussion about these forms in this
group back in 2003. At that time the Form 1099 was
attributed to interest that the IRS paid due to delayed
refunds.

I did received Federal Income Tax refund in 2007 for tax
year 2006. However, the amount of the refund received from
the IRS was exactly the same as the amount of the refund I
calculated on my 2006 Form 1040.

If my refund was not increased, how was I supposed to have
received this $23.00 "interest" from the IRS?

It's probably the interest component of your Telephone Excise Tax Refund
(TETR).

If that is the case, then shouldn't all of the millions of us with
telephones who requested the refund be getting the same 1099 telling us
to return part of the refund ("We really didn't mean that you could keep
all of the refund - now give some of it back")?

Because...... Interest was paid due to a certain business form
calculating actual amounts and broken down by certain time periods,
since IRS interest rates varied during the look back time of the
rebates. It was complicated. It was SO complicated, that I just gave up
on it for my business.

Thanks. You are correct. My Form 8913 shows interest of
$23. (Since I had all the receipts I filled in the long
form.)
